Construction-Related Frequently Asked Questions 

  1. What is the scope of the work to be done?

    1. Raking and pointing of masonry on all Temple House facades.

    2. Dismantling and rebuilding of parapet walls, addition of railings where parapets not to be rebuilt.

    3. Dismantling and reconstruction of the statue of Moses. 

    4. Repair/replacement of steel and concrete at roof level and on lightwell facades.

    5. Removal and replacement of roofing membrane system at all roofs. 

    6. Restoration of damaged cast stone (routing and patching or epoxy grouting cracks and spalls; application of a water repellent). 

    7. Repair of steel on brick (off-street) facades, and reconstruction and replacement of brickwork and masonry as necessary.

    8. Cleaning of all facades. 

    9. Installation of pavers and 10’ high fence system on main roof.

  2. What is the time frame for the work?

  2. During which hours will the work take place?
      7:30 am – 6:00 pm

  1. Do all workers display photo identification badges while on the property? 
          Yes

  2. Which entrances, exits and staircases will the contractors use? 
      Primarily the service entrance on the south alley. Some use front entrance   with display of proper ID or wearing of uniform.

  2. Is any asbestos work involved? 
          Yes

    Where? 
          Approximately 500 square feet of roofing and waterproofing material

    Who will be monitoring the asbestos work? 
    Work to be done by licensed abatement subcontractor and monitored an independent testing lab, also licensed. Additional interior air monitoring is also being done by the environmental consultant.

    Where will the air test results be posted? 
    Online

  1. During the roof replacement, where will the tanker or after-burner TARPOT be located? 
    Cold applied roofing system – there will be no hot asphalt involved.

  2. For the work involving pointing/grinding/masonry:

    1. Will grinders have vacuum attachments for dust? 
      Yes, nearly all this work will be done with machines fitted to HEPA vacuums. Occasional brief spot work may need to be done with equipment which does not take vacuum attachments, but this will be minimal.

    2. What type of scaffold will be used? 
      Fixed pipe scaffolding

    •    Sidewalk bridges will be located on 8th Ave and on Garfield Place

  •      Netting will be used at all pipe scaffolding.

       

  1. What kinds of dust containment will be employed? 
    Plastic seal on exterior and interior of windows; other measures as directed by environmental consultant.

  2. What precautions/procedures are used for lead-painted surfaces? 
    A licensed abatement subcontractor will comply with all applicable laws.

  3. Will the contractor have a cleaning crew? 
    No. Cleaning crew will be provided by the temple and guided by the environmental consultant.

  4. What precautions will be taken to minimize noise? 
    Scheduling, relocation of activities, possibly other additional measures if recommended by environmental consultant.

  5. Has the temple provided appropriate calendars and event dates to the contractor? 
    Yes.

  6. Is there any swing space available? 
    Yes, in the Sanctuary building.

  7. Where are the dumpsters located? 
    8th Ave service entrance.

  8. What type of security is being planned before, during or after school hours? 
    Our own standard security measures.

  9. During what hours is the building used? 
    School hours: 8:00 am – 3:30 pm 
    After-school program: 3:00 pm – 6:30 pm 
    Other evening events: 6:00 pm – 10:00 pm 
    Weekend hours: 6:00 am – 2:00 pm 
    Summer hours: 8:00 am – 6:00 pm

  10. Has the contractor provided an updated/current work schedule? 
    Yes. It is available online.

  11. Is Precision's Air Quality Testing taking children's standards, not just adult standards, into consideration? 
    Yes, Precision is taking children into consideration when testing for ambient particulate matter at CBE. 
    EPA has two national primary and secondary ambient air quality standards (NAAQS) for particulate matter: one for fine particles - PM2.5 (particles with an aerodynamic diameter less than or equal to a nominal 2.5 micrometers) and one for coarse particles - PM10 (particles with an aerodynamic diameter less than or equal to a nominal 10 micrometers). 
    Because children breathe more rapidly than adults and tend to breathe more with their mouths, bypassing the body’s natural defense mechanisms that prevent larger particles from passing through the nose (normally, only particles 5 microns and smaller clear the nasal passage and get into the lungs), they inhale both fine and course particles. Thus Precision is using the 10µm Nozzle on the DustTrak monitor which measures particles up to 10 microns (both fine and course), and evaluates the results based on the EPA NAAQS PM10 standards when monitor the air at CBE.

  12. What is the nature of demo work on June 2-7?  What will be in the dust? 
    A concrete slab that was supporting the Moses statue needs to be removed before work can begin on the roof. The only dust will be concrete and plastering dust, which was tested in the past with favorable results.

  13. Please give more details on the asbestos removal scheduled for June. 
    There is non-friable asbestos in the roofing material of the lightwell, which needs to be removed. Similar to the way the work was done on the main roof during spring break, this work will be done when no students are present. A licensed, 3rd party asbestos abatement contractor will be on hand to conduct the work and an independent testing lab will conduct the necessary testing, (as is required by law). The asbestos removal is scheduled for June 16.

  14. How will the air conditioner be affected during construction
    The central air conditioning unit will operate normally. The Temple’s air conditioning system does not rely upon the intake of outside air. In addition, our HVAC contractor is checking the AC filters more frequently, and is replacing them as needed.

  15. Have we checked for toxic mold? 
    Our environmental engineer has tested for airborne mold, and found none. We are taking precautionary measures by regularly inspecting our classrooms and repairing any areas that appear could cause mold growth. This includes replacing wet drywall, scraping, plastering and painting.

  16. Was asbestos detected prior to it's removal? 
    No asbestos was detected prior to asbestos removal.

  17. Teachers need to be more involved in the process so they can serve as a resource. 
    All program directors attend weekly construction meetings with the contractor, project manager, environmental engineer and other staff. They regularly inform teaching staff of what is current. In addition, a Town Hall meeting is being planned for the teachers, as well.

  18. How will the use of the rotunda for Lower Day Camp affect the program? 
    The use of the rotunda for LDC will benefit the children because class sizes will be smaller but there will still be two teachers per classroom.

  19. Has the scope of the work changed from our original vision? 
    The original scope of work called for scraping and painting existing windows – a temporary measure at best. Now that the scaffolding is already in place, if we can secure the needed financing, we would like to replace the old windows with new ones. Window replacement will occur room by room and children will be out of their classroom for only one day while the task is completed. It will be several months at least before this work begins because after specifying the types and sizes of windows, we need to find a suitable manufacturer and obtain landmarks approval.

  20. What construction is scheduled between September and the end of the year? 
    Our contractor is looking at that time frame, and it should be possible to offer a general schedule about what will occur, which will be updated with more specificity as the work progresses. Broadly speaking, work scheduled through September and October includes installation of railings on the roof, cladding the bulkhead roof and pointing brickwork. To take advantage of the existing scaffolding, we may replace those windows that require it. This is work that can be contained room by room, and will only take a day for a room’s windows to be replaced.

  21. How will this all affect programming in the fall? We need to make a decision on whether to enroll or not by June 1. 
    We expect all of our programs in the fall to operate normally. ECC is planning to begin its program on September 15, 2008.

  22. How closely is the posted Construction Schedule followed? 
    The contractor updates the construction schedule weekly, and makes every effort to conform to it. While he has a high degree of confidence when predicting the occurrence of sustained noise or dust, there are times when specific circumstances may result in some unanticipated noise or dust for very short periods.

  23. What new procedures have been implemented since the Project Manager came on board? 
    To minimize dust infiltration from the roof into the building, we’re adding an airlock around the roof door. We’re also adding special sticky mats outside the roof door and on the 4th floor landing to prevent dust on shoes to be tracked through the building.

  24. Have the air conditioner units on roof been inspected? 
    The only AC machinery on the roof is a chiller, which exchanges only chilled water in sealed pipes. There is no exterior air brought into the system – with this system, interior air is re-circulated. The filters were last inspected May 29 and the filters were replaced. In any event, as long as the air quality continues to test well, we don’t see the air conditioning unit as being an area of concern.

  25. What work remains to be done after September 15? 
    See question 31

  26. Define moderate noise? 
    Moderate noise can be distinctly heard in the background, but is not so loud that it interferes with normal activities.

  27. Is there concern that 4th floor dust is infiltrating the entire building? 
    No

  28. How will we ventilate the school through the summer and fall? 
    Windows on the east and south facades will remain sealed on the exterior until the mortar raking is completed, then the exterior seals will be removed and the windows opened for ventilation, as we’re currently doing on the Garfield Place and 8th Ave facades. Those windows are already operable and are opened for 4 hours between 6:00 pm and 10:00 pm nightly to refresh the interior air. Air quality tests indicate a desired decrease in carbon dioxide levels with this method. We will be discussing the possibility of selective use of window AC units with the environmental consultant, and believe that this may be done safely in certain rooms at certain times.
